people can't see my spray

I am posting this for a friend since i'm positive he won't do it.

Anyways a friend of mine from our SK server for some reason he can see sprays, but yet no one can ever see his. He has changed his spray picture over a dozen times to different ones.

I have gotten him to change many of settings in console.

r_decals 2048
mp_decals 2048
cl_playerspraydisable 0
r_spray_lifetime 2
decalfrequency 10
cl_allowdownload 1
cl_allowupload 1
sv_allowdownload 1
sv_allowupload 1


He has also verified integrity cache. Anyone have any other ideas let me know. I'm almost certain it has to be a setting or a bad cache file?? Idk thanks!
